It is not permissible to impose any new tax except by a legal text after the approval of the House of Representatives
The Ministry of Finance confirmed, That no new taxes have been imposed on local or imported cigarettes sold in the local market for the benefit of the General Authority for Health Insurance or the General Authority for Comprehensive Health Insurance, Pointing out that it is not permissible to impose any new tax except with a legal text after the approval of the House of Representatives.
The application of “comprehensive health insurance” in some governorates necessitated the issuance of a regulatory decision by the Minister of Finance to replace the “current health insurance” in the public treasury in collecting the imposed tax until a legislative amendment is issued to replace it with “comprehensive health insurance.”
A statement from the Ministry of Finance explained, that the new ministerial decree, Just a regulatory decision by the Minister of Finance related to the replacement of the “current health insurance” by the state’s public treasury in collecting the previously prescribed percentage of the tax previously imposed on cigarettes, Until a legislative amendment is issued to replace the “comprehensive health insurance” instead of the “current health insurance”.
Forty piasters, a tax imposed from 2017, was collected in favor of the “current health insurance.”
This means that the forty piasters allocated from the proceeds of the value-added tax imposed on cigarettes, not new, It has been collected since 2017, in favor of the “current health insurance”, With the application of “comprehensive health insurance” in some governorates, the Ministry of Finance had to issue a decision to allocate an amount equivalent to the proportion of the population of Luxor and Port Said governorates to the population of the Republic, according to the last census of the Central Agency for Mobilization and Statistics on the date of implementing the “comprehensive health insurance” in the two governorates. This shall be applied in all governorates, respectively, according to the date of application of the new system in them.
